Department of Public Health (DPH) is recruiting for a
Supervising Public Health Nurse (SPHN) who will supervise nursing and other personnel in special County-wide programs. The incumbent in this position will be responsible for ensuring excellent nursing and evidence-based practice, while optimizing resources for achieving individual and community health outcomes.

Family Health Services Family Health Services (FHS) section of DPH specializes in many dynamic public health nursing programs and includes Health Care Program for Children in Foster Care, Rx 4 Kids, Children Screening, Assessment, Referral and Treatment, Black Infant Health, and Maternal Child and Adolescent Health. FHS works in partnership with public and private agencies to provide nursing case management, care coordination and consultation.
California Children's Services The California Children's Services (CCS) section of DPH is a statewide program that arranges, directs, and pays for medical care, equipment, and rehabilitation, when these services are authorized for children and young adults under 21 years of age, who have CCS-eligible medical conditions and whose families are unable to pay for all or part of their care. CCS determines eligibility and authorizes qualified professionals to treat the child's CCS eligible condition.

- Remote Assignment Bonus: Eligible employees hired into a regular classified position from this recruitment may be eligible to receive $2,000 in total compensation when assigned to work in a remote location. Please see Teamster MOU for details.
- Telework Program: The County allows for the use of telework to qualifying County employees where business needs permit to efficiently serve the community and maintain employee productivity during public health emergencies. Candidates, upon successful completion of a probationary period, may potentially have the option to telework based on their assignment.
CONDITIONS OF EMPLOYMENT Travel/Driver License: Travel throughout the County is required. Employees will be required to make provision for transportation. At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.
Pre-Employment Process: Prior to appointment, applicants must pass a background investigation which includes verification of employment history and education, fingerprinting, physical exam, and drug screening.

Continued Education: Additional training/coursework may be required.
Public Health Nurse Certification: RNs
must possess a bachelor's degree (or higher) in Nursing to apply for California Public Health Nurse certification.

Minimum Requirements Licensure/Certification: Applicants
must possess and maintain
all of the following items:
- Valid Registered Nurse (RN) license issued by the California Board of Registered Nursing (CA BRN),
- Valid Public Health Nurse (PHN) certificate issued by the CA BRN,
- Valid Healthcare Provider level Basic Life Support (BLS) certificate.
-AND- Experience: - Option 1: E ighteen (18) months of full-time equivalent experience as a certified PHN
- Option 2 : One (1) year of full-time equivalent nursing experience working in a home health or home visiting setting as a licensed RN AND eighteen (18) months of certified PHN experience
Substitution: A Master's Degree in Nursing or Public Health may be substituted for one (1) year of the required Public Health nurse experience.
Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Desired QualificationsThe ideal candidate will possess:
- Supervisory and administrative experience
- Experience with community health and/or home visitation
- Excellent knowledge and competency with the scope and standards of public health nursing practice, including both individual and population-based assessment, diagnosis, outcomes, planning, assurance and evaluation
- Expertise with quality assurance and process improvement
- Strong skills in leading and supervising multidisciplinary staff
- Competency in serving diverse cultural communities
- Exemplary written and oral communication skills
- A Master's degree (or higher) in Nursing, Public Administration, or Business Administration
