DESCRIPTION:
The City of Thousand Oaks has an excellent opportunity for the new role of Transportation & Mobility Division Manager in the Public Works Department. This newly created position will be responsible for planning and managing the City’s extensive transportation, mobility, and public transit programs, with an emphasis on active transportation and transit.
The Transportation & Mobility Division Manager serves as a division head with broad responsibility for selecting, directing, supervising, training, and evaluating staff. The position oversees transportation and transit planning, traffic engineering, traffic signal infrastructure, transit operations, crossing guards, review of private projects for transportation impacts, transportation capital project delivery, consultant and contractor management, and operating and capital budgets.
The successful candidate will bring strong technical, administrative, and interpersonal skills; sound independent judgment; and the ability to manage complex programs, competing priorities, and sensitive issues while maintaining effective relationships with City officials, regional partners, contractors, and the community.
PRIMARY RESPONSIBILITIES
- Plan, organize, and direct division activities; establish long-term goals, annual work standards, policies, and procedures
- Lead and evaluate assigned staff; set expectations, provide coaching, and support professional development
- Develop and administer operating and capital budgets; forecast funding needs and approve expenditures and adjustments
- Manage consultants, contractors, interagency agreements, funding agreements, and service contracts
- Lead the implementation of the City’s Active Transportation Plan, including pedestrian and bicycle improvements citywide
- Oversee Thousand Oaks Transit operations, contractor performance, and customer service
- Direct traffic signal operations, pedestrian crossings, traffic calming, traffic engineering studies, and traffic control activities
- Plan and oversee transportation and transit capital projects, including design, bidding, construction, and closeout
- Support land development entitlement, plan review, and permitting processes for private projects involving transportation and transit impacts
- Prepare staff reports, funding and grant applications, correspondence, and presentations for City leadership, commissions, and boards
- Respond to complex public inquiries and complaints and represent the City before outside agencies and community stakeholders
- Analyze traffic data and accident information and direct studies, investigations, and recommendations
- Provide highly responsible and complex administrative support to the Deputy Public Works Director

EDUCATION:
A Bachelor’s degree from an accredited college or university with major coursework in civil or traffic planning/engineering, urban planning, or a related field.
EXPERIENCE:
Seven years of professional civil or traffic engineering experience, including two years of supervisory or management responsibility.
A valid Class C California driver’s license is required.
Registration as a Civil Engineer by the State of California or registration as a Traffic Engineer by the State of California is highly desirable.
