POLICE VOLUNTEER COORDIANTOR

The City of Elk Grove is looking for an experienced, dynamic, and self-motivated individual who is outgoing, enthusiastic, and highly positive, with excellent communication skills and the ability to forge strong relationships with volunteers, staff, and the community.

Under minimal direction, this position will oversee the Police Department's volunteer programs; create new volunteer opportunities, assign work to qualified volunteers, and conduct ongoing recruitments. The incumbent will be responsible for staffing several events throughout the year and will ensure volunteers are trained to comply with program procedures, department and division policies, and applicable laws.

The ideal candidate will be able to perform a variety of administrative and clerical functions; write professional reports, conduct presentations, and should enjoy collaborating in a team environment. This position will require the incumbent to communicate tactfully and diplomatically at all levels, bringing energy and a positive attitude that inspires volunteers and fosters an engaging, welcoming environment.

Representative Duties

DEFINITION

Under direction, plans, coordinates, and implements the Police Department's volunteer programs; recruits, onboards, trains, and assigns work to volunteers in various areas of the Police Department; manages and oversees the volunteer program budget and expenditures; participates in the development and implementation of goals and objectives for the volunteer program ; evaluates program effectiveness; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from assigned management or supervisory personnel . Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

This journey level classification is responsible for independently performing professional level duties in support of the Police volunteer program coordination and implementation. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

• Coordinates and implements the Police Department's Volunteer and Community Ambassador programs; coordinates volunteers performing a range of duties, from clerical to street patrol/report writing.
• Recruits new volunteers’ candidates; provides onboarding for volunteer staff; creates announcements, reviews applications, conducts interviews, and requests local background checks for new volunteer candidates; recommends placement in and disqualification from the program ; creates and maintains files; assigns volunteer staff to various areas of assignment.
• Coordinates and provides training to new and existing volunteer staff; creates training materials; selects training dates; provides training instruction or coordinates guest speakers; evaluates effectiveness of training; and adjusts training curriculum as needed.

• Creates and maintains volunteer staffing and special events schedule including scheduling daily coverage, time off, vacation, and sick leave; coordinates volunteer activities and recognition functions including general meetings, appreciation luncheons, N ational Vo lunteer W eek, celebrations, and team building activities.
• Manages budget expenditures and processes invoices for volunteer programs and activities ; monitors program performance; maintains records and prepares statistical information; prepares related reports.
• Recommends and assists in implementing goals and objectives for the volunteer program; coordinates program activities with divisions, departments, and agencies; documents processes, procedures, and resources; implements policies and procedures.
• Answers questions and provides information and assistance to other agencies and the public, in person and by telephone.
• Attends and participates in community events including Citizen Academy, National Night Out and related events; ensures events are appropriately staffed with volunteers.
• Participates in professional group meetings; maintains awareness of new trends in Law Enforcement volunteer programs and incorporates new developments as appropriate .
• Performs related duties as assigned.

Qualifications

QUALIFICATIONS

Knowledge of:

• Basic law enforcement techniques and safety concerns.
• Basic principles and practices of municipal budget administration.
• Basic principles and practices of program development and administration.
• Operations, services, and activities of a volunteer program including recruitment, selection , and training principles and practices.
• Principles and practices of coordinating community events.
• Principles, practices, and techniques of community outreach efforts.
• Principles and procedures of record keeping.
• Principles of report preparation including general reports and crime reports.

• Techniques for effectively representing the City in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
• Recent and on-going developments, current literature, and sources of information related to the operations of the assigned division.
• Methods and techniques of preparing technical and administrative reports, and general business correspondence.
• City and mandated safety rules, regulations, and protocols.
• Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
• Diversity, equity, inclusion, and belonging concepts and principles, including their significance in organizational dynamics and the functioning of the City and their impact on fostering innovation and collaboration.
• The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
• Current equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Education and Experience:

Completion of the twelfth (12th) grade and t hree (3) years of experience involving the coordination and implementation of a volunteer program.

Licenses and Certifications:

• Possession of, or ability to obtain by the time of appointment, an appropriate , valid California driver’s license. This requirement may be waived for individuals who are unable to obtain a driver’s license due to a disability.

Retired Annuitants: This is a regular full-time position. Retired Annuitants are not eligible for appointment to this position under Government Code Sections 7522.56, 21224, 21227, and 21229. Retired CalPERS members may apply only if they are planning to voluntarily reinstate from retirement.

Physical Demands and Work Environment

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone . Standing in and walking between work areas is frequently required . Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment . Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information . Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds. ENVIRONMENTAL CONDITIONS

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
