Job Summary

The City of Greenville seeks a dynamic, highly motivated, and experienced professional for the position of Buildings and Grounds Facilities Manager. Under the supervision of the Buildings and Grounds Superintendent, this position provides leadership for the overall building facility maintenance program, custodial services, and city sponsored meetings and event support services.
The hiring salary range for this position is $72,571.20 to $92,539.20 per year.
The full salary range for this position is $72,571.20 to $112,486.40 per year.

Examples of Duties

• Hire, train and manage staff responsible for building maintenance and custodial services;
• Hire, train, and manage staff responsible for building maintenance and custodial services;
• Manage personnel and establish goals and objectives for performance management;
• Develop operational maintenance schedules and on-call response plans for city facilities to address the repair, maintenance, routine cleaning, and emergency servicing of city facilities, equipment, and infrastructure;
• Assign standardized working hours supporting preventative maintenance (PM) schedules and ensure staff is utilized efficiently ;
• Develop daily, weekly, and monthly Preventative Maintenance (PM) schedules for departmental buildings and infrastructure;
• Develop contract specifications in consultation with specialty vendors to contract the maintenance of complex facility equipment such as BAS, HVAC units, electrical systems, elevators, back flow preventers, boilers, roof systems, life safety systems, and other facility infrastructure;
• Develop specifications, solicit bids, create contracts, and monitor contractor work for specialized maintenance functions that are beyond staffing levels or staffing expertise;
• Inspect facilities, grounds, and equipment to determine current and future maintenance needs;
• Evaluate the effectiveness of existing maintenance procedures;
• Recommend corrective measures or improvements to existing procedures as needed;
• Manage work orders to ensure the timely completion of work requests that are not addressed by the PM program;
• Inspect repairs to ensure work is of high quality;
• Evaluate needs to develop repair estimates and/or major facility construction or improvements;
• Assign personnel to specialty maintenance teams and improve staff specialty skills by leading a staff development program and providing required training;
• Provide input for the development of 10-year capital needs assessments, annual capital budget, and the annual operating budget for the Building & Grounds Division.
• Review drawings and specifications to ensure project designs meet the needs of the department and that specifications are complete and compatible with the desired project scope;
• Prepare a variety of reports and records including the development of spreadsheets, memoranda, work order tracking/trends, person-hour work report analysis, etc.;
• Perform other related duties as assigned.

Minimum Qualifications

Education and Experience:

• Associates degree from an accredited college or university in maintenance engineering, industrial technology, construction management, or other related fields; and
• At least three (3) years of supervisory experience in structural maintenance, electrical and/or mechanical systems, construction management, or building and grounds.

OR

• High school diploma or GED and six (6) months to one year of study or continued education in a related field; and

• At least five (5) years of experience in building facilities maintenance with at least three (3) years as a lead worker or supervisor.

Knowledge of:

• Construction estimating practices;
• Labor, material, maintenance, and repair costs;
• The trades and skills applicable to building maintenance, mechanical systems, custodial work, and code requirements/ permitting;
• Equipment and specialized tools used in building maintenance and custodial services;
• Hazards, safety precautions, and PPE for building maintenance and custodial work;

Skilled in:

• Computer operation, including Microsoft Office products and work order software;
• Budget preparation and fiscal management;
• Time management;

Ability to:

• Plan, schedule, supervise, and inspect the work of skilled and semi-skilled subordinates in building/mechanical maintenance and custodial services;
• Present information clearly and concisely;
• inspect building maintenance and construction work for adherence to plans, specifications, and procedures;
• Read blueprints and schematic drawings;
• Maintain records and prepare reports;
• Work cooperatively with City officials, other employees, and the public;
• Establish and maintain effective working relationships with employees, contractors, equipment suppliers, manufacturers, and sales representatives;
• Meet mental and physical demands of the job;
• Use logic and reasoning to identify solutions, conclusions, or approaches to problems;
• Work in a variety of weather conditions and exposure to the outdoor elements including storm response.

Special Requirements

• Must possess and maintain a valid, current N.C. or another state driver's license that is not revoked, suspended, or subject to limited restoration or conditional operation privileges.
• Licenses, certifications, and journeyman level experience in one of the following: general contracting, electrical, plumbing, or HVAC preferred.

Equipment Operated
Computer and other assigned office equipment; truck, and tools and equipment required for the performance of various buildings maintenance and custodial tasks.

Physical Demands/Working Conditions
This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires stooping, kneeling, crouching, reaching, pushing, pulling, lifting, and fingering; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm’s length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, hazards, and atmospheric conditions.
