Position: Environmental Compliance & Regulatory Affairs Technician FLSA: Non-Exempt Department: Utilities - Water, Wastewater & Engineering Schedule: Flexible scheduling based on department needs; position subject to after-hours and emergency call-in. Reports To: Environmental Compliance & Regulatory Affairs Manager Positions Supervised: None

Job Summary

Environmental Compliance & Regulatory Affairs Technician will ensure residential and commercial adherence to City policies/ordinances as well as TCEQ compliance regarding environmental issues.

Roles & Responsibilities

• Performs bacteriological sampling at TCEQ-required sites in an accurate and timely manner.
• Maintains adequate inventory of analyzer parts, sampling supplies, and equipment for field analysis.
• Assures compliance with State and Federal regulations concerning laboratory methods and procedures.
• Enforces and executes the oil and grease program and backflow prevention program; conducts grease trap inspections and offers compliance assistance to facilities that have expired backflow testing.
• Monitors water quality in the distribution system and storage tanks in an accurate and timely manner.
• Inspects, cleans, and maintains chlorine monitors on all storage tanks.
• Maintains sampling equipment and field logs, and ensures calibration of equipment.
• Performs analyzer troubleshooting and repairs as needed; conducts weekly analyzer preventative maintenance.
• Performs annual testing on City-owned backflow prevention assemblies to ensure TCEQ compliance.
• Prioritizes assigned duties and accomplishes them in a timely and accurate manner.
• Works in a cooperative and professional manner with other departments when the need for field analysis occurs.
• Assists in coordination of special sampling events with water and wastewater departments.
• May assist the Environmental Compliance & Regulatory Affairs Manager with inspections of pretreatment customers.
• Continues educational training.
• Other related duties as assigned.

Knowledge, Skills, and Abilities

• Knowledge of Federal, State, and Local environmental regulations governing water and wastewater.
• Knowledge of treatment techniques for water and wastewater functions.
• Knowledge of laboratory procedures and techniques.
• Ability to read, interpret, and understand material such as Federal, State, and Local regulations, engineering specifications, etc.
• Good knowledge of safety practices and procedures in the operation of water and wastewater treatment and laboratory techniques.
• Considerable organizational skills; detail-oriented and able to work independently.

Physical Requirements

• Must be able to walk, stand, or sit for extended periods of time.
• Must be able to climb in and out of workplace vehicles/equipment.
• Must be able to crawl, reach, bend, stoop, squat, kneel, twist, and crouch when performing job duties.
• Must be able to carry, balance, lift, push, pull, and reach equipment and material weighing up to 50 pounds.
• Hearing, vision, and smell must be satisfactory to the degree that duties may be performed effectively and safely.

Environmental Conditions

• Majority of work is performed outdoors in all types of weather conditions.

Minimum Qualifications

• Associate's degree in Chemistry, Biology, or a related field.
• Two years' experience in performing water and wastewater treatment duties.
• Must have, or be able to acquire within six (6) months, a BPAT License from TCEQ.
• Must have, or be able to acquire within six (6) months, a TCEQ Class C Water Distribution License.
• Must have a valid Class C Texas Driver's License.
