Finance Manager
Description
Overview The primary purpose of the Finance Manager position is to assist the Assistant Controller with management and oversight of the accounting division including accounting, accounts payable, payroll, and grants. This position will be responsible for performing administrative and supervisory level work planning, organizing, directing, and coordinating the activities of financial reporting for governmental and proprietary accounting activities within the Finance Department.
Responsibilities • Prepare various reports to include financial statements, management reports, regulatory reports, and operational reports
• Oversee the reconciliation of the funds/accounts
• Analyze financial data to help guide decision-making processes to include variance analysis, trend analysis, and financial projections
• Communicate to Finance Leadership any issues and provide resolution
• Monitor for effectiveness, provides guidance and ensures compliance with department policies, procedures and service level agreements
• Develop and recommend appropriate policy and process changes throughout the City to ensure compliance with Generally Accepted Accounting Principles
• Provide detailed account analysis and information including comparatives to budget
• Prepare annual, quarterly, and monthly federal and state filings
• Prepare and coordinate the Annual Comprehensive Financial Report and Single Audit with the external auditors
• Ensure that financial activities adhere to established policies
• Coordinate with auditors during internal or external audits to ensure financial
transparency and accountability
• Comply with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; filing financial reports; and advising management on needed actions
• Assist in maintaining and enhancing internal controls to safeguard the financial resources
• Maintain professional and technical knowledge and skills by keeping license/certification current, If applicable
• Oversee and direct the day-to-day workflow distribution among staff and timely
and accurate monthly financial reports for Executive Management
• Ensure timely and accurate preparation of the City's Comprehensive Annual Financial Report and Single Audit Report to ensure Service Level Agreements are met and section is in compliance with department goals and objectives
• Develop, review and maintain Financial Reporting policies and procedures
• Act as a resource and liaison between division and various departments within the City as well as external contacts by providing high-level accounting expertise,
support and guidance to resolve complex issues, as well as daily accounting issues
• Perform related duties and fulfill responsibilities as required
• Train, direct and evaluate the assigned staff
• Manage the activities of assigned staff by scheduling tasks, offering advice and guidance with assigned projects
• Ensure that deadlines are met
• Develop strong working relationships with other Departments and agencies
• Interview, select, supervise, develop, train, evaluate, counsel and if necessary, discipline personnel according to established City policies, procedures and guidelines
• Evaluate training needs for the team and ensure that staff Is provided adequate training through attendance to City classes, on the job training or other external training courses
• Train new personnel with the uses and applications of various posting and reporting duties
• Ensure processes are documented and staff are properly trained to minimize audit findings
• Meet with assigned staff on weekly 1:1 meetings and quarterly meetings to review performance (discuss progress, areas for improvement and make adjustments as needed)
• Implement activities that will increase employee engagement for all staff
• May be asked to perform other duties as assigned
Position Type and Typical Hours of Work • Exempt - Full-Time
• Flexibility to work evenings, weekends, and holidays is a schedule requirement
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.

Qualifications • Bachelor's Degree (BA/BS)
• Six (6) years of experience
Licenses and Certifications Required • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
Preferred • CGFO Certification through the Government Finance Officers of Texas
• Single Audit/ACFR Experience

Basis of Rating A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information. The city may also conduct additional skill assessment tests, in addition to the panel interview.
