This position is embedded within a premier, multi-disciplinary staff element and weapon system team tasked with integrating new, advanced C2ISR capabilities into existing Joint and future warfighting architectures.This is a senior-level staff role. We are seeking a highly experienced military staff veteran (MAJCOM, Field Command, Service Staff, or Joint Staff level) who possesses expertise in theater-level Command and Control, ISR/sensor integration, Joint targeting and the "Organize, Train, and Equip" process.ResponsibilitiesHeadquarters-Level Staff IntegrationServe as a senior staff officer and advisor within a multi-disciplinary weapon system team, leading the integration of next-generation C2ISR capabilities into legacy and future theater architectures.Conduct deep-dive research into complex operational, technical, and policy issues; draft high-impact white papers, author strategic briefings, and present recommendations directly to general officers and senior executive decision-makers.Strategic Capability & Force DesignAdvise senior leadership on the organization, training, and equipping of emerging units, providing strategic DOTMLPF-F expertise on basing actions, facility programming, manning requirements, and operational test planning.Draft and develop high-level Concepts of Operations (CONOP) and Concepts of Employment (CONEMP) to govern new C2ISR capabilities.Multi-Domain C2 LiaisonProvide expert operational-level coordination across the Department of Defense, Joint Staff, Service Staffs, and Combatant Commands.Coordinate the synchronization of theater ISR/sensor architectures, tactical data links, and command structures to support the Joint Force.QualificationsRequired Qualifications:Active TS clearance with SCI adjudicationBachelor's degree in engineering, computer science, physics, math, business administration, finance, history, or related fields plus 12 years of intelligence community experienceHeadquarters Staff Experience: Minimum of 3 years of experience serving on a staff at the Corps, Major Command (MAJCOM), Field Command (FIELDCOM), Numbered Air Force (NAF), Service Staff (e.g., Air Staff/Space Staff), Joint Staff, or Combatant Command (COCOM) level.Experience planning and implementing C2 and/or intelligence, surveillance, and reconnaissance & targeting activities (ISR-T) above Wing/Delta/Division levelsOperational Planning Mastery: Mastery of the Joint Planning Process (JPP) or Military Decision-Making Process (MDMP), and the DOTMLPF framework as a structured framework for analyzing capability requirements.Multi-Domain C2ISR Expertise: Deep operational understanding of theater C2 architectures, intelligence collection management, and Joint Targeting.Communication: Exceptional executive-level written and verbal communication skills; highly proficient in Microsoft Office suite.Self-motivated, detail oriented, responsible team player able to work independently with minimal direction; can interact with technically and organizationally diverse personnelOpen to occasional travelDesired Qualifications:5+ Years serving on a staff at the Corps, Major Command (MAJCOM), Field Command (FIELDCOM), Numbered Air Force (NAF), Service Staff (e.g., Air Staff/Space Staff), Joint Staff, or Combatant Command (COCOM) level.Experience with airborne C2ISR platforms such as E-2/E-3 AWACS, E-6/RQ-4 Block 40 GMTI and/or RC-135 RIVET JOINT; familiarity with Joint Interface Control Officer (JICO), data link planning operations and/or air space planningQualification/Experience in an Air Operations Center; including ISRD, Combat Plans or Combat Operations Division.Familiarity with the United States Space Force (USSF), Combat Forces Command (CFC), National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO) and United States Space Command organizations and missionGraduate of an advanced warfighting school such as USAF School of Advance Air and Space Studies (SAAS), USA School of Advanced Military Studies (SAMS), USMC Joint Advanced Warfighting School (JAWS), United States Navy Maritime Advanced Warfighting School (MAWS)Master's degree in business administration, accounting, finance, engineering, computer science, physics, math, history, intelligence, or related fieldProfessional military education commensurate with rank/grade of any serviceGlobal Comp$140,000-$170,000 This represents the typical compensation range for this position based on experience, location and other factors.Closing StatementRiverside Research Institute is a not-for-profit, technology-oriented defense company, where service to our customers and support of our staff is our overall mission.
