In this role, you will assess learning needs, develop and deliver engaging training opportunities, and monitor program effectiveness to help strengthen the City’s workforce. You will play a key role in supporting a comprehensive employee training and development program that includes assessments, blended learning opportunities, and data-informed continuous improvement.

Salary is based on candidate qualifications and ranges from $75,000 to $100,000 annually.

The Learning & Development Specialist promotes a learning-based culture in the City of Olathe by assessing employees’ learning needs, developing and implementing learning opportunities, and monitoring effectiveness. They lead a comprehensive employee training & development program including various assessments and blended learning opportunities.

Key Responsibilities


Qualifications

Experience : Three or more years of proven success in promoting and delivery of training & development programs for employees. Knowledge of instructional methods and best practices for adult learning are essential. Must possess sound business acumen and general HR knowledge, preferably in a local government setting. Strong proficiency in the use of course authoring tools and an aptitude for learning new systems is also essential. Experience managing learning management systems or other related tools preferred.

Education : A b achelor's degree in adult education, organizational development, human resources or other strongly related field is required. Additional relevant experience may be substituted for education.

Licenses & Certifications: A valid driver's license and acceptable driving record are required. Certifications in Extended DISC, SDI, and other assessment tools is preferred. Certifications in HR as well as coaching, and relevant organizational development programs is also preferred.

Language: Proficiency in verbal and written English language is required.

Environmental or Physical Demands: This position requires frequent moving between standing and sitting and the ability to maneuver a variety of materials and resources between locations. This role requires frequent work setting up for and facilitating learning content in a classroom and virtual setting which requires manual dexterity, kneeling, reaching, and other physical activities. The role also spends frequent time with technology and computers which requires exposure to screens and common particles like dust.
