SUMMARY DESCRIPTION

Under supervision froman appropriate levelmanager or administrator, the Project Specialist supports the planning, coordination, and implementation of the Intensive English as a Second Language (ESL) program within the Community Education department. This not-for-credit, fee-based initiative serves adult learners from underserved and immigrant communities. The role focuses on improving access to high-quality ESL instruction, promoting student success, and fostering partnerships with community-based organizations. The ideal candidate will have a working knowledge of Mandarin toassistMandarin-speaking students in navigating the program and accessing support services.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or maybe requiredto performadditionalor different duties from those set forth below to address business needs andchangingbusiness practices.

• Assistwith the development, scheduling, and delivery of ESL (non-credit, fee-based) courses and workshops.
• Coordinate communication between instructors, students, and community partners.
• Support outreach and recruitment efforts targeting underserved and immigrant communities, especially those with Mandarin-speaking populations.
• Provide administrative support includingmaintainingstudent records, tracking enrollment, and compiling program data for reporting.
• Serve as a resource to students, helping them access instructional and support services in the ESL program.
• Assistin the preparation of promotional and instructional materials.
• Participate in community events and activities that promote the ESL program and foster partnerships.
• Monitor student progress and provide feedback or referrals toadditionalresources whenappropriate.
• Support instructors with classroom materials,logistics, and student communications.
• Use bilingual (English/Mandarin) skills to communicate with limited English proficient learners when necessary.

QUALIFICATIONS:

Knowledge of:

• Principles and practices of adult education and ESL instruction.
• Community-based education models and not-for-credit programming.
• Cultural and linguistic barriers faced by immigrant and limited-English-proficient populations.
• Basic office procedures, including scheduling, data entry, and customer service practices.
• Community resources and support organizations relevant to immigrant populations.
• Basic Mandarin language, particularly conversational and educational vocabulary.

Skills and abilitiesto:

• Communicate clearly and effectively in English, both verbally and in writing.
• Communicate at a basic level in Mandarin to support non-English-speaking students.
• Work effectively with diverse populations, including students, instructors, and community partners.
• Organize and coordinate multiple projects and activities.
• Analyze and respond to the needs of adult learners from diverse backgrounds.
• Use computer applications such as Microsoft Office Suite and Google Workspace.
• Maintainaccuraterecords and prepare detailed reports.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is generally performed in an office and classroom environment.Frequent interaction with students, instructors, and community members. May involve occasional evening or weekend hours for events or class support. Local travel to community sites and partner organizations may berequired.Must be able to sit or stand for extended periods. Requires use of a computer and related office equipment. Occasional lifting and carrying of materials (up to 25 lbs ). Frequent verbal and written communication.

Work Schedule: TBD - Schedule and shift vary and are subject to change in accordance with the department's needs.

Employment Conditions and Information:

This is a short-term, temporary, hourly Non-Bargaining Unit (NBU) assignment, not to exceed 160 days and 960 hours per fiscal year (July 1 st through June 30 th ). Short-term, temporary NBU positions may only be used on an intermittent, seasonal, or project basis. Education Code Section 88003 states "Short-term employee means any person who is employed to perform a service for the district, upon the completion of which, the service required or similar services will not be extended or needed on a continuing basis.”

After successful completion of the onboarding requirements, an individual may be employed by the South Orange County Community College District (SOCCCD) as a short-term, temporary NBU employee. Employment will be on an “if and as needed” basis, as determined by the SOCCCD. The assignment may be shortened or extended at any time, due to departmental needs, with little to no notice. NBU employment is at-will, and either party may terminate this working relationship at any time. Neither party shall be required to provide any reason for the separation. NBU employees shall not have reemployment rights or recourse to petition to be reinstated.

NBU employees are limited to working in a single position for a single department and site (assignments are onsite only).

NBU employees are paid on a monthly basis. The payroll reporting period is from the 1 st of the month to the last day of the month. NBU employees are paid on the 10th of the following month.

Example : For the following reporting period: January 1 st through January 31 st , the NBU employee will be paid on February 10 th .

NBU employees who work more than 1000 hours per fiscal year are required to contribute to the California Public Employees Retirement System (CalPERS), through payroll deduction. The SOCCCD does not intend to employ NBU employees for more than 960 hours during any fiscal year.
