DescriptionUnder general direction and supervision of the Sacramento Housing & Redevelopment Agency (SHRA),the Asset Manager is responsible for overseeing management of the property assets within the Agency's Low Income Housing portfolio; ensures compliance with financial, contractual and federal requirements; supervises and monitors the day-to-day and month-to-month effectiveness of property management activities, both operational and compliance related with regards to standard industry practices; provides professional administrative assistance in policy formulation, budgeting and program development; and performs related work as assigned.

This position is Full-Time - In Office in Sacramento, CA. However; the Agency operates on a 9-8-80 Work Schedule which provides work-life balance for all with every other Friday off! Essential Areas of ResponsibilityClassification: EXEMPT
Management Analysts share responsibilities for implementing Agency-wide policies, procedures, objectives and directives through programs and practices which reflect the Vision Statement and the SHRA in-house cultural objectives. Management Analysts are responsible for supporting a "one agency" perspective while acting as advocates for their work units. Management Analysts support the Executive Team.
Education & Experience Education: (Preferred) Graduation from a four (4)-Year College or university with major course work in business or public administration, planning, or finance and accounting; AND
Experience Four (4) years of progressively responsible experience in asset management and oversight of multifamily properties financed with tax credits and state and federally subsidized affordable housing loan programs with a minimum of two (2) years of progressively responsible experience in project management. Direct experience with Tax Credit Resyndication and Property Recapitalization preferred. An additional 2 years' experience may be substituted for the Bachelor's Degree.
Asset Management Certification preferred.
Tax Credit Compliance Certification preferred.
Job Duties & Responsibilities- Administers Federal, State and local rental housing subsidy programs; non-profit Board policies; and administrative regulations and procedures.
- Monitors and ensures compliance with all rental housing assistance and loan programs administered by the Agency's programs
- Ensures required asset management tasks are completed accurately and on a timely basis.
- Monitors all operational components related to property management tasks; inspects property regularly and makes appropriate recommendations to address deficiencies and implement procedural and budgetary changes as necessary
- Prepares reports for submission to the U.S. Department of Housing and Urban Development (HUD), California Tax Credit Allocation Committee, California Debt Allocation Committee, California Department of Housing and Community Development, and other bodies as may be required to ensure compliance with regulatory requirements.
- Assists the Executive Housing Director in policy formulations, budget projections, financial reporting, program development and outreach, and implementation strategies. Provides guidance and direction to on-site management staff in the development and implementation of marketing/leasing plans, preventive maintenance plans and other property management activities.
- Evaluates operating expenses to ensure correct level of spending is met; optimizes net rental income specifically in the areas of occupancy for all properties.
- Monitor, analyze, report on, and ensure the financial integrity and regulatory compliance of affordable housing properties financed using multiple sources and operating under multiple regulatory agreements. Identify and mitigate problems and ensure its continued fiscal growth and stability throughout the entire life of the property. Includes but is not limited to the review and analysis of monthly financials to ensure that all necessary measures are in place to achieve goals and improve operations of the site. Prepare and maintain ad hoc and recurring analytical reports.
- Monitor the management of the property to ensure compliance with the terms of the Property Management contract and with 3rd party regulatory and financing agreements; ensure that the property is appropriately maintained and is being managed in general conformance with annual budget standards, overall management plan and fair housing practices; and act as liaison between the Property Management Company and the governing Board of Directors providing at minimum a monthly report on operations.
- Review/approve extraordinary expense and operational items that are necessary and fiscally responsible that require secondary review within the scope of the management contract but that do not require formal review/approval by the Board. Assist in resolving any emergency issues.
- Assist in coordinating periodic audits ensuring that the Property Management Company maintains compliance with requirements of Section 42-tax credit program and any other applicable laws/procedures and restrictions. Includes completion and timely filing of all reports and form required by law or regulation to operate in the State of California and County of Sacramento.
- Coordinate and review annual project and corporate audits and prepare summary reports to the Board, as well as coordinating any external information gathering or reporting needed.
- Responsible for all administrative functions relating to Board activities as directed by the Board which may include but not be limited to scheduling Board meetings, preparing meeting agendas and minutes, and maintaining and updating corporate records.
- Assist with the oversight of development and recapitalization opportunities, including but not limited to identifying and obtaining appropriate levels of tax credit equity and debt financing necessary to complete rehabilitation of properties, and participating in the oversight of the rehabilitation to ensure completion.
- Implement, oversee and complete special assignments as requested by the Board.
- Assist in developing and implementing resyndication strategies and plans for existing low income housing tax credit (LIHTC) properties, as well as in repositioning of existing Public Housing properties into new LIHTC partnerships.
